Damauli, Sept 30, Nepali Congress leader Dr Minendra Rijal laid the foundation stone for a new building of Rishing rural municipality here on Sunday. The act however was protested by the ruling NCP workers, who were against the construction of the building at that location.
The rural municipality Chair Rajendra Krishna Shrestha said that the decision to construct the building at Pokharibhanjyang was taken by a unanimous decision of the village council and executive. The building is being constructed at the cost of Rs. 36.1 million.
The ruling NCP cadres however argued that the new location was against the decision of then all-party mechanism and recommendation of the district-level technical committee. As a result they had announced a banda or shut down of the rural municipality yesterday. Dr Rijal had to be escorted by security to reach to the foundation laying site.
Leader Rijal was requested to not lay the foundation stone as it was not agreed upon by NCP cadres, said NCP Rishing village committee chair Ganja Singh Gurung. The foundation laying was completed after the NCP cadres left the site, chanting slogans and organising corner meet.
Fearing clash between the two sides, a large number of security persons had been mobilized. Speaking on the occasion, NC leader Rijal said protest was normal in a democracy but not obstruction.
