Old habits hard to die: CPN Chair Dahal

Kathmandu, Sept 16 : Chairman of the ruling Communist Party of Nepal (CPN) Pushpa Kamal Dahal ‘prachanda’ has said that progress as much as expected has not been achieved in the physical infrastructure as old practices have not changed despite a change in the governance.

Speaking at an interaction organised to mark the first unity anniversary of Nepal Contractors Association here today, he said many changes have taken place in the country due to the dedication and sacrifice of the people, and that should be followed by a change in the state mechanism. But it did not happen.

Stating that quality physical infrastructure was essential to realize the national aspiration of ‘Prosperous Nepal, Happy Nepalis’, the former Prime Minister said success as expected will not be achieved if the procurement procedures are not eased and the contracting system changed.

Chairman Dahal also said that though the present government has taken some good initiatives to bring changes in the living standard of the people in a short time, but failure to publicize it has provided ground for opportunists to create an illusion about it.

National Assembly Delegated Management and Government Assurances Committee Chair Ram Narayan Bidari said the contractors should conduct themselves as per the new context.

Presenting a working paper on the occasion, infrastructure expert Rajendra Prasad Adhikari said timely reforms were needed in the public procurement act and regulations, as well as other regulations concerning the construction sector in consultation with the stakeholders and experts.
